State & Local Tax Partner

David joined the Firm as a Partner effective November 2004. As the leader of the Firm’s State & Local Tax Practice, David brings with him over 22 years of tax experience in public accounting and industry.  David has a Bachelor of Science in Accounting (Magna cum Laude) from Niagara University and a Juris Doctorate from the State University of New York at Buffalo.  Prior to joining the Firm, David was a tax partner at Ernst & Young and director of Ernst & Young's regional sales and use tax practice for the North Central Area which includes Upstate New York, Ohio, Western Pennsylvania, West Virginia, and Eastern Michigan. 

Throughout his career in public accounting, David has planned, performed, and coordinated many projects resulting in millions of dollars of state tax savings for his clients.  David specializes in the implementation of managed compliance agreements, representation of clients in sales and use tax audits, administrative protests of sales and use tax assessments, sales and use tax process improvement/reengineering studies, negotiated state tax settlements, identification of refund opportunities and due diligence studies.  David has worked with clients in a wide variety of industries including advertising, aerospace, automotive, chemical, computer hardware/software, financial services, food (manufacturing, wholesale and retail), industrial equipment, pharmaceutical, plastics, telecommunications, and electric/gas utilities.  

Before his tenure at Ernst & Young, David was a sales tax consultant at another consulting firm, a tax manager in industry, and tax consultant at another big four firm.
 
David is a member of the American Institute of Certified Public Accountants ("AICPA"), the New York State Society of Certified Public Accountants ("NYSSCPA"), and the Institute of Professionals in Taxation ("IPT").
